About the Representative

Thirty years in the law, two decades in public service.

Nelson Salvadora Legacion was born on March 1, 1968 in Buhi, Camarines Sur, to a farming and laundry-working family. He earned his AB in Philosophy from Saint Anthony Mary Claret College before completing his law degree at the University of Nueva Caceres, and was admitted to the Philippine Bar in 1995.

Before entering government, he practiced as a volunteer lawyer with SALIGAN Bicol, an alternative legal-aid group for the poor. He then began public service as Naga City's Legal Officer, appointed by then-Mayor Jesse Robredo, before being elected City Councilor, Vice Mayor, and later Mayor of Naga — a post he held from 2019 to 2025. In 2025 he was elected Representative of Camarines Sur's 3rd District, succeeding Gabriel Bordado.

He is married to Atty. Marion Eloisa Escueta-Legacion, and the couple has four children, several of whom have also entered the legal profession — a family the local press has come to call "a family of attorneys."

A path traced along the Bicol River

From City Legal Officer to Congressman, each post has followed the river basin his district now covers.

1995 – 2001

Volunteer Lawyer, SALIGAN Bicol

After passing the Bar, he practiced as a volunteer lawyer with the Sentro ng Alternatibong Lingap Panlegal (SALIGAN) — Bicol, an alternative legal-aid group serving the poor, alongside colleagues who would later become fellow public servants across the region.

2001 – 2007

City Legal Officer, Naga City

Appointed by then-Mayor Jesse Robredo; his entry point into city government after six years in private legal practice.

2007 – 2013

City Councilor, Naga City

Served two terms on the Sangguniang Panlungsod, building the local track record that would carry him into the executive branch.

2013 – 2019

Vice Mayor, Naga City

Presided over the City Council for two terms as Vice Mayor, ahead of his run for the mayoralty.

2019 – 2025

17th Mayor of Naga City

Led the "Queen City of Bicol" through the pandemic and into a rebuild marked by infrastructure and social-service expansion, digital transaction reforms such as Executive Order 2023–005, and the city's Digital Innovation Fund for student innovators. Re-elected in 2022.

2025 – present

Representative, Camarines Sur's 3rd District

Elected to the House of Representatives, stepping aside from the Naga mayoralty to represent the wider district he served for over two decades.
